REGULAR MONTHLY MEETING
September 9, 2010


Chairman Steve Hackl called the regular monthly meeting of the Cicero Town Board to order at 7:30 p.m. All Board members present. The clerk and treasurer were present.

GUESTS Residents present were Larry Kettner, John Banker, Don Madison and an officer from Outagamie County Sheriff Dept.

MINUTES Motion made by Tom Oskey and seconded by Steve Hackl that the minutes be approved as read. Motion carried and approved.

TREASURER’S REPORT Motion made by Tom Wagner, seconded by Tom Oskey. Motion carried and approved that the treasurer’s report be approved as printed.

APPROVAL OF BILLS It was motioned by Tom Oskey to pay all bills for the month of September. Seconded by Tom Wagner. Motion carried and approved.
LP CONTRACT Chairman Hackl made some calls to LP providers. Larsen, f/k/a Badger Energy, will honor the $1.579 as offered in June; another would not contract after 9/1 and another was higher than the Larsen pricing. Taking into consideration of the outstanding credit we currently have with Larsen, Steve made a motion to contract with Larsen Co-Op for 2500 gallons. Motion seconded by Tom Wagner. Motion carried and approved.
BRIDGE UPDATES Chairman Hackl reviewed the bridge reports received regarding the bridges located within the Town of Cicero. All bridges need some maintenance done. Brugger Road is the worst. Steve contacted the County regarding the concrete work on the sides. This type of work would be eligible for local funding of 50/50. 2010 funding is depleted; will look at funding in spring of 2011. Once the cost of Brugger Road bridge is known, the decision of the other bridges can be discussed.
Resolution regarding the Town taking over Deerview Road, f/k/a County Road G, west of Hwy 47 to the Town line. The question arouse at a prior meeting regarding the bridges. The resolution states the County will take care of repairs, but there is no mention of maintenance.

HUNTING ON TOWN PROPERTY Chairman Hackl received a call from a resident inquiring if the Town of Cicero allows public hunting on Town property, specifically the old Town dump acreage. Contact we made to the City of Seymour, who owns acreage there as well. They do not allow hunting for the safety and liability reasons. Motion was made by Tom Oskey, seconded by Tom Wager that the Town of Cicero will not allow public hunting on Town property. No Trespassing signs will be posted. Motion carried and approved.

TIRE DROP-OFF UPDATE Reminder the tire drop off is Saturday, September 18th from 8am to noon. Larry will be on-site. However, due to his limitations from his accident, he requested help from his son. Motion was made by Steve Hackl, seconded by Tom Oskey that Larry’s son will be paid $10/hour to help. Motion carried and approved.

TOWN HALL REPAIRS (ROOF & CHIMNEY) Tom Oskey made an inquiry and never heard back. Steve made a call to Bob’s Roofing and got a quote of $400 for the two roofs, labor and material included. The chimney needs attention now, the mortar between the bricks is gone and bricks are coming out. Upon further inspection, all three roofs of the Town Hall need attention. Will see if all three can be done for $500 - $600. Calls will be made to get a quote for a new furnace, which will allow the chimney be sealed up. Motion made by Tom Wagner; seconded by Steve Hackl. Motion carried and approved.

ROAD CONSTRUCTION UPDATE Old 47 between Cty VV and Shady paving has been completed. MCC will be doing shouldering Friday or early next week. Crack sealing is done on Old 47. Chip sealing done. Steve inspected the area that was double chip sealed. Cannot see difference now; will wait and see how it holds up over the next couple of years. T&C has been contacted about crack filling. Board members inspected roads for patching and a list has been compiled. Northeast has patched on E Nichols Road. Other roads being looked at are Deerview to the west, State Rd, Meyer Rd, Newland Rd and Jeske Rd.

E-RECYCLING WITH SEYMOUR Seymour is thinking about having a drop site for electronics. Steve inquired in to allowing Town of Cicero residents use of this. It will be brought to the next City of Seymour meeting. There will be a minimal fee the resident would have to pay, but the convenience of not having to go all the way to Appleton.

OUTAGAMIE COUNTY MAINTENANCE AGREEMENT Every year this goes out to the Towns. It is for maintenance of the Town road for a fee. Being that we have our own Town employee, we will not be participating.

CORRESPONDENCE

Outagamie County raising tipping fee for recycling to $1 vs. the$3 as first anticipated.
Don Madison asked if there have been complaints about the garbage collection. He stated that is cans are placed in front of his mailbox after emptying. Steve stated that since the company change there have been fewer complaints.
Board inquired about the tractor. Larry stated the technician could not find anything wrong. However, it is cooler outside now, so that may be a factor.
County officer was informed of the issues with trucks on State Road as well as the speed driven on Old 47.
Judy explained the aircard for tax collection.
Map was received of updated Town Roads
Tom Oskey explained Town’s responsibility of culvert on John Banker property based on letter received. Steve is waiting on the completion of a culvert permit application from John Banker. Once received, the State will be able to place the culvert according to specifications on culvert permit.
Don Madison inquired about when Cicero road was due for repairs. Steve reviewed the plan for TRIP funds and Cicero Road is due up for next year, barring the unexpected.
MCC may be doing some additional shouldering in Cicero.
Possibility of doing some wedging on Deerview.

ADJOURN Motion was made by Tom Oskey, seconded by Steve Hackl to adjourn. Motion carried and approved to adjourn at 8:40 p.m.
