REGULAR MONTHLY MEETING
October 14, 2010
Chairman Steve Hackl called the regular monthly meeting of the Cicero Town Board to order at 7:30 p.m. Board members present, Steve Hackl and Tom Wagner. Tom Oskey excused. The clerk and treasurer were present.
GUESTS Residents present Larry Kettner, John Banker and an officer from Outagamie County Sheriff Department.
MINUTES Motion made by Steve Hackl and seconded by Tom Wagner that the minutes be approved as corrected. Motion carried and approved.
TREASURER’S REPORT Motion made by Steve Hackl, seconded by Tom Wagner. Motion carried and approved that the treasurer’s report be approved as printed.
APPROVAL OF BILLS It was motioned by Steve Hackl to pay all bills for the month of October. Seconded by Tom Wagner. Motion carried and approved.
2011 ESTIMATED SHARED REVENUE The 2011 Estimated Shared Revenue is $65,307.00, which varies slightly from 2010, which was $65,331.00 for a difference of $24.00.
2011 ESTIMATED GENERAL TRANSPORTATION AIDS (GTA) The 2011 Estimated General Transportation Aid is $101,848.87, which is an increase of $2,982.82 from 2010 GTA of $98,866.05.
BUDGET REVIEW Chairman Hackl passed out to the Board a comparison of the 2010 budget to the YTD of actual profit and loss. It appears we are on target with all categories. Steve asked the Board members to review further for the November meeting and bring any concerns to the table. The bridge budget will be a main concern.
SET BUDGET HEARING & SPECIAL MEETING DATES The date for the Budget Hearing has been set for Thursday, November 18, 2010 at 7:30pm. The Special Meeting will follow there after. The clerk will get a notice in the paper.
FURNACE ESTIMATES Chairman Hackl obtained two estimates, Diedrick Heating and J&B (Bob Bauker) from Black Creek, for the replacement of the Town Hall furnace. Diedrick Heating’s estimate was for a Lennox for the price of $3209, installed and included a programmable thermostat. J&B’s estimate was for a Goodman furnace for the price of $2900. After discussion, a motion was made by Tom Wagner, seconded by Steve Hackl to go with the estimate from Diedrick Heating. Motion carried and approved.
COUNTY ROAD VV BUS ISSUE The clerk received a call from Mike Huettl of Huettl bussing regarding safety issues for the children that live on County Road VV. There is a stretch on VV, where the hill was re-done, that poses concerns. There have been a few 'close calls' with the traffic that is coming up over the hill. Mike stated that prior to the work on VV, there were bus warning signs and asked if there was anything we could do about having these warning signs put back up. Chairman Hackl will contact the County regarding this.
BUSINESS BANK PROPOSAL The clerk received a call from a Brian Haddock of The Business Bank in Appleton. He wanted to know if he could submit a proposal of possible savings he could get for the Town. The treasurer stated that we really have no expenses with the current bank and believes she has talked to this person already. The clerk will follow up and decline his offer.
CORRESPONDENCE
Chairman asked the Officer from Outagamie County if he had anything to report or concerns for the Town Board. He had nothing to report. The Town had nothing to report to him as well.
Larry reported that the dumping of grass, debris, branches, ashes, etc in the ditches is getting worse. Making cutting of the grass more difficult. Residents are asked to be considerate of this.
Areas that are the next for patching work have been marked.
Chairman Hackl had a lengthy conversation with the County regarding the mobile home that is now on the Griesbach property. Currently they have all the necessary permits and are doing all the proper setbacks. Steve was informed that the contractor could not get this septic in at this time due to all the rain.
The Nichols Rural Fire Department budget has been set. Nothing has changed from previous year.
Chairman Hackl informed the Board members of an upcoming educational seminar on signs and safety regulations that will be held in Green Bay on November 19, 2010. Steve asked for approval for himself and Larry Kettner to attend this meeting. Tom Wagner made motion to approve request. Steve Hackl seconded motion. Motion carried and approved.
ADJOURN Motion was made by Steve Hackl, seconded by Tom Wagner to adjourn. Motion carried and approved to adjourn at 8:35 p.m.
