REGULAR MONTHLY MEETING
May 13, 2010
Chairman Steve Hackl called the regular monthly meeting of the Cicero Town Board to order at 7:30 p.m. All board members present. The clerk and treasurer were also present.
GUESTS Attending the meeting were Larry Kettner, John Banker and Randy Wussow.
MINUTES Motion made by Tom Oskey and seconded by Tom Wagner that the minutes be approved as read. Motion carried and approved.
TREASURER’S REPORT Motion made by Steve Hackl, seconded by Tom Oskey. Motion carried and approved that the treasurer’s report be approved as printed.
APPROVAL OF BILLS It was motioned by Tom Oskey to pay all bills for the month of May. Seconded by Tom Wagner. Motion carried and approved.
RANDY WUSSOW – ADJOINING PROPERTY POND The pond was originally dug to seal the Town dump. The contractor hired went around the area to find the best clay that would do the best. The contractor found the clay on the Gritt property located off State Road. Randy came to the Town for suggestions. He stated that when the pond was originally dug, he did not have any problems or concerns. The past couple of years have changed that. He believes that when the pond was dug, natural springs were hit. He stated that the water gets so high now it overflows onto his property. He feels he is losing acreage from this. Randy has tried numerous times to contact the Gritt’s and have received no response. He also contacted the Realtor that has listed the property for sale. The Board suggested calling the DNR to see what they have to say. Also, try contacting the Realtor again and ask for a contingency in the contract.
2010 ROAD WORK The Town roads were looked at by the Chairman to help in determining which needs attention this year. The grant money applied for is for Old 47 between VV and Shady Road. Tests were done to see what is under the existing road. Records show that the paving north of VV is 29 years old. The paving between VV and Brugger Road is roughly 10 years old.
With the costs repaving going up, we need to watch maintenance issues closer. It will soon be harder to pave two miles a year, as we would like to do. Steve will prepare the wording for the ad we will place in the paper for bids. The bids will not be rewarded when opened. This will give the Board more time to discuss. Looking to Crack fill the following roads: Brugger, E Nichols, Marcks, Grandy (N), and Old 47 Brugger to VV. Patching to be done on Krull Road.
BRIDGE INSPECTION REPORT All Town bridges were inspected. Chairman Hackl has received the reports, but did not have time to review in full prior to the meeting. In quick review, the reports indicate that some need work. Most are in need of having the drains extended down further. Bridges on Deerview need sand blasting and cracks sealed. Board believes when the Town took on the road care from the County, the bridges were not part of it. Clerk to look back through past years and locate the agreement for confirmation.
CULVERT REPLACEMENT UPDATE Town is still disputing with WE Energies for the culvert damaged by the contractor they hired, North Electric. They are refusing to pay for the replacement of the damaged culvert. They are siding with North Electric and the supervisor who states they did not turn around at that location. Chairman Hackl is working with the Town attorney to see if it is worth fighting for payment. Steve will check the culverts on Old 47 again prior to construction to see if any need replacing.
HWY 47 CONSTRUCTION UPDATE Received notice that the culverts at Cicero, Shady and E Nichols will be replaced when Hwy 47 work is done. Main construction was to start mid-May but understand that it has been pushed back some. The Town has already put up weight limit signs on Town roads for when the construction begins and the traffic starts re-routing.
BOARD OF REVIEW SUMMARY No one came to the meeting. Assessor Rick Pauls stated that the Town of Cicero is at 90% equalization. The past 2 years we have had one category out of compliance. Assessor Pauls feels the Town is ok to go another year before looking at doing a revaluation.
WATER TESTING UPDATE The turnout was low. The representative informed the Town that the informational meeting that was scheduled for in early June would not be held. They will be putting a notice to this effect with all results when mailed out. The resident is to call the company directly with any questions regarding their results.
REPORT LIQUOR LICENSE APPLICATIONS The clerk reported that the necessary applications and paperwork was sent out to Geno’s Steakhouse, White Birch and Bear’s Corner Bar. Expect all to reapply for the same as in the past. They are aware all paperwork and fees are to be in by June 2, 2010 for proper processing and for approval at the June meeting. The notice is to go to the paper next week and to run the last week of May.
CLERK REQUEST FOR REIMBURSEMENT The clerk asked to be reimbursed for the cost of training attended. The registration came in after the April meeting and Michelle felt it would be beneficial. The cost of the training was $9. She also requested to be paid for attending, if possible. Tom Wagner made a motion to approve this reimbursement request. Tom Oskey seconded. Motion carried and approved.
CORRESPONDENCE
- Wittenberg update: the company has been bought out by someone. They will honor the contract. We should be seeing newer trucks.
- Lawn Mower: the tractor that the Town approved at the April meeting was no longer available when Larry went to pick up at Fleet Farm. Contacted the Power Center in Seymour to see what they could do for us. They were able to work out a deal and we were able to obtain a Cub Cadet tractor for the same price we were going to pay at Fleet Farm of $1599.
- The chair and the clerk received a letter from Advertiser Community News, which the chair read to the Board. They would like to be considered for some of our ads. The clerk will follow up and get a pricing list from them and the Times Press for comparison.
- The treasurer reported that this year Kuhn Kennels was late in getting the proper paperwork to here for licensing of the dogs. This year, Judy had to send out a couple of warning letters. They in turn complied. They have provided the necessary paperwork and vaccination certificates for 177 tags.
- The clerk reported received a notice from Larsen Cooperative that they recently purchased Badger Energy. Currently the Town still has a credit with Badger Energy.
- Larry reported that the tank was tipping so he called for repairs. He also reported shingles on the roof have been coming off and the south side of the shop needs repair.
ADJOURN Motion was made by Tom Wagner, seconded by Tom Oskey to adjourn. Motion carried and approved to adjourn at 8:48 pm.
