REGULAR MONTHLY MEETING
July 8, 2010


Chairman Steve Hackl called the regular monthly meeting of the Cicero Town Board to order at 7:30 p.m. Board members present: Steve Hackl and Tom Oskey; Tom Wagner excused. The clerk was present; treasurer excused.

GUESTS Residents present were John Banker and Larry Kettner.

MINUTES Motion made by Steve Hackl and seconded by Tom Oskey that the minutes be approved as read. Motion carried and approved.

TREASURER’S REPORT Motion made by Tom Oskey, seconded by Steve Hackl. Motion carried and approved that the treasurer’s report be approved as printed.

APPROVAL OF BILLS It was motioned by Tom Oskey to pay all bills for the month of July. Seconded by Steve Hackl. Motion carried and approved.
TOWN PURCHASING CARD There was a proposal of obtaining a corporate charge card from Office Depot for office supply purchases. This would eliminate the clerk or treasurer from using personal credit cards and having to wait for reimbursement of charges. Question brought up: Will they allow multiple signers? Would need to inquire with Office Depot. Steve Hackl made a motion to check into further as to obtaining such a card. Tom Oskey seconded the motion. Motion carried and approved.
SPECIAL ASSESSMENTS WITH COUNTY The treasurer received a notice from the County on proposed changes as to how municipality special assessments added to tax bills are going to be handled. It would affect only County foreclosures; not Bank foreclosures. All municipalities within Outagamie County received an “Agreement as to Delinquent Special Assessments and Charges” for review and signing. After discussion, Steve Hackl made a motion to sign the agreement with the County. Motion was seconded by Tom Oskey. Motion carried and approved.

CONFIRM 2010 ROAD WORK After review of the finances available between grant funds and the budget, Steve Hackl made a motion at approve the following roadwork jobs:
crack fill 4 Town roads
crack fill Old 47 from Brugger Road to VV
chip seal Old 47 from Brugger Road to VV
2” asphalt overlay Old 47 from VV to Shady
chip seal one additional mile of a town road; the board will review roads to determine what additional mile will be chip sealed.
balance of available funds to be used for maintenance, which would include shouldering, patching and culverts.
Motion seconded by Tom Oskey. Motion carried and approved.

TOWN HALL ROOF/CHIMNEY UPDATE Larry stated that there are more shingles being found in the parking lot from the Town Hall roof. Tom Oskey will check into for cost of replacing chimney from a contact he knows. Steve will look into the cost of roof repairs. Item to be tabled to the August meeting.

UPDATE ON CLERK PRINTER The clerk is still looking for a service company to give quotes for repairs on the copier/printer/fax. As of the meeting, the few calls placed, yielded the response of ‘we do not service/repair, only sell and contract’. The clerk will continue to call around and report to the Board at the August meeting.

UPDATE ON PORTABLE RAMP The clerk handed out the options of a portable ramp. The grant funds cannot be used to update an existing/permanent ramp. After discussion of the cost of a portable ramp and what we would need, it was determined that less monies would be needed to update the existing ramp versus purchases a portable ramp due to the size we would need. The motion was made by Steve Hackl, seconded by Tom Oskey to update the existing ramp. Motion carried and approved.

APPROVAL FOR LAPTOP SERVICE The clerk reported that the Town laptop she uses is in need of updates and service. It does not ‘boot up’ anymore. She requested approval to take to the service she uses for her personal computer. She also requested approval to allow the technician to clean out obsolete programs. Motion was made by Tom Oskey, seconded by Steve Hackl for the clerk to take laptop in for repairs. Motion carried and approved.

CORRESPONDENCE
- Steve reported that he would need to submit a change application for the grant funds to modify the road information. Towns are allowed to make such a change so he does not anticipate any issues.
- Larry reported issues with the Mack truck and that the steering block is leaking. He is inquiring as to the costs of a new one and a rebuild one. Larry also reported that the tractor is having same issues as last year.
- Clerk did not ever reach Ken at the Advertiser Community News. Possibly on vacation. Will follow up with him before August meeting.
- Steve passed some phone numbers on to Larry should there be any problems during the construction of Hwy 47.
- Clerk reminded the Board of the upcoming Town Association meeting which will be held on July 19th at 7pm at the River Rail in Shiocton.

ADJOURN Motion was made by Steve Hackl, seconded by Tom Oskey to adjourn. Motion carried and approved to adjourn at 8:30 p.m.
