REGULAR MONTHLY MEETING
July 14, 2011
Chairman Steve Hackl called the regular monthly meeting of the Cicero Town Board to order at 7:30 p.m. All Board members present. The clerk and treasurer were also present.
GUESTS present included Larry Kettner, John Delmore, Ed Hartzheim, Craig Van Beek, John Banker and John Carpenter.
MINUTES Motion made by Tom Oskey and seconded by Tom Wagner that the minutes be approved as read. Motion carried and approved.
TREASURER’S REPORT Motion made by Steve Hackl, seconded by Tom Oskey. Motion carried and approved that the treasurer’s report be approved as printed.
APPROVAL OF BILLS It was motioned by Tom Oskey to pay all bills for the month of July. Seconded by Tom Wagner. Motion carried and approved.
BID OPENING Before opening the bids, Chairman Hackl announced the changes in the prevailing wage requirement and asked if all contractors present understood these changes. The following contractors were awarded the projects as listed:
Paving – MCC Motion made by Steve Hackl, second by Tom Oskey
Hot Oil Chip Sealing – Scott Construction Motion made by Steve Hackl, second by Tom Oskey
Crack Seal – Fahrner Asphalt Motion made by Steve Hackl, second by Tom Wagner
Patching – MCC Motion made by Steve Hackl, second by Tom Wagner
Shouldering – Scott Marcks Trucking Motion made by Steve Hackl, second by Tom Wagner
Stone – Scott Marcks Trucking Motion made by Steve Hackl, second by Tom Oskey
Culverts – Scott Marcks Trucking Motion made by Steve Hackl, second by Tom Wagner
All motions carried and approved.
FARMLAND PRESERVATION UPDATE A meeting held on July 13, 2011 comprised of the members of the Comprehensive Plan Committee and residents who requested to keep parcels out of the Farmland Preservation. Those parcels requested to be left out of exclusive ag must be surveyed, by the end of the year at the owners expense, so the County can identify. Motion to propose recommendation to keep certain parcels out of exclusive ag made by Tom Wagner, seconded by Steve Hackl. Motion carried and approved.
GRANDY ROAD BRIDGE Chairman Hackl called the County to question to recent billing for the Grandy Road Bridge project. These are the balance owing for the surveying. Chairman Hackl went over the breakdown with the other board members.
DITCHING ON CICERO ROAD Discussion was held on the ditching and running of culverts under Cicero Road. The town cannot purposely run water on property of residents to drain.
TRASH CANS The selling municipality did not put the cans out on e-Bay with the “Buy Now” option. So have to bid. Currently there is only one bid. That bid is currently at the minimum of $4/can. Discussion of how high of a bid the Town should put in. After weighing the costs of the used cans, what we can recycle them foras they need replacing, and the savings to the Town, it was agreed that a bid of up to $10 would be conceivable.
APPROVE OPERATOR LICENSE APPLICATIONS Additional applications were received from Toad Creek Tap for operator licenses. The applicants are Melanie Buss, Lisa Schwister and Alyssa Hammond. Background checks have been performed and came back clear. Motion made by Tom Wagner to approve these applications. Motion seconded by Tom Oskey. Motion carried and approved.
CORRESPONDENCE
Received an Erosion Control Permit from Outagamie County for Seth Rueter.

ADJOURN Motion was made by Steve Hackl, seconded by Tom Wagner to adjourn. Motion carried and approved to adjourn at 9:07p.m.
