REGULAR MONTHLY MEETING
January 14, 2010
Chairman Steve Hackl called the regular monthly meeting of the Cicero Town Board to order at 7:30 p.m. All board members present. The clerk and treasurer were also present.
GUESTS There were 14 guests in attendance.
MINUTES Motion made by Steve Hackl and seconded by Tom Oskey that the minutes be approved as read. Motion carried and approved.
TREASURER’S REPORT Motion made by Tom Oskey, seconded by Tom Wagner. Motion carried and approved that the treasurer’s report be approved as printed.
APPROVAL OF BILLS It was motioned by Steve Hackl to pay all bills for the month of January. Seconded by Tom Wagner. Motion carried and approved.
MARGE MARCKS (lot line issues) Marge Marcks and surrounding neighbors came and spoke to the Board regarding their concerns with L&M Industries. Marge read her complaint to the board and referred to minutes and a motion approved in April 1997 regarding another business in the Town. The County had referred the residents to the Town in regards to an ordinance addressing junk/debris. The Town of Cicero does not have one and so they were referred back to the County because they do have such an ordinance. Zoning at the County level handles junk/debris ordinances. The Town Board, representing all the Town of Cicero residents, wants to make sure everyone is treated fairly. After much discussion as to what the Town Board can and can not enforce, the residents requested that we invite the Town attorney and Tim Roach from the Outagamie County Zoning Dept to the February meeting so that all questions can be addressed.
BUILDING INSPECTOR ISSUES We are experiencing problems with our current inspector. He is not following through with the Town and getting copies of any new building permits to us. He states that he sends, but in the last couple of years, the Chairman recalls never receiving anything from him. As of late, he is being very difficult to work with. The Board feels the best interest of the Town is to shop around and look for a different building inspector. A decision is to be made at February meeting.
COUNTY WIDE ASSESSORS The State is trying to put together a statue that states all assessments are to be handled at the County level. The State feels that this will achieve a fairer and equal assessment of the properties. The Town Association, as well as the local townships, is opposed to this. There is a large difference in the Town of Grand Chute, for example, and the Town of Cicero. The Town would lose the control of Open Book and Board of Review and the residents would have to travel to a County site. If we are opposed to this, it is recommended that we pass a resolution stating the fact of opposition and pass it along to our State Representative. A motion was made by Steve Hackl to pass a resolution opposing the County wide assessors. Motion seconded by Tom Oskey. Motion carried and approved.
BLACK CREEK RESCUE CONTRACT The 2010 contract was received from Black Creek Rescue. The base rate will be $400 plus $6.85 per mile. After 90 days, the Town will receive notice that the resident that required service has not paid and will make payment and follow up with the resident. Tom Oskey made a motion to renew the contract with Black Creek Rescue. Motion was seconded by Tom Wagner. Motion carried and approved.
LAWN MOWER UPDATE Being the time of year, no board member was able to follow up on getting any quotes on riding lawn mowers. This will be re-addressed as spring approaches.
RAMP GRANT UPDATE The clerk stated that she has made contact with GAB (Government Accountability Board) via a voicemail as well as an e-mail. She apologized for not having any update in that she missed getting in touch with them earlier. The clerk will follow up with the Board as to if the funds received can be used for repairs of the existing and what will need to be done, if allowed. She will have a report at the February meeting.
CLERK TRAINING FOR ELECTIONS-JAN 26TH The clerk requested approval to attend some training on January 26. The training is being put on by Central Command and will be going over any changes to the equipment used on Election Day. The training has no cost attached to it and is being held locally in the Town of Grand Chute. Steve Hackl made a motion to approve the Clerk’s attendance at this training. Motion seconded by Tom Wagner. Motion carried and approved.
TOAD CREEK ARCHERY APPLICATIONS FOR APPROVAL Rick Huettl of the Toad Creek Archers submitted four applications for temporary Class B beverage licenses for the summer of 2010. The dates of the shoots are April 3, May 15-May 16, July 17, and August 14. The clerk reviewed and confirmed the applications completed and all is correct. Motion made by Tom Wagner to approve the four applications. Seconded by Tom Oskey. Motion carried and approved.
CORRESPONDENCE
-There was some logging done on Noel Marcks property. During this process he used a driveway located on D. Marcks property and crushed the culvert. In the spring this culvert will need to be replaced and the property owner, D. Marcks will be billed. He and Noel are aware of this.
-The clerk reminded the Board of the upcoming Town Association meeting that will be held on Tuesday, January 19, 2010 at the Town of Greenville Town Hall. All board members and the clerk will be attending.
ADJOURN Motion was made by Steve Hackl, seconded by Tom Oskey to adjourn. Motion carried and approved to adjourn at 8:43 p.m.
