April 13, 2010 ANNUAL TOWN BOARD MEETING
ANNUAL MEETING
APRIL 13, 2010
The Town of Cicero annual meeting was called to order by Chairman Steve Hackl at 8:00 p.m. There were eight guests attending.
MINUTES Motion was made by Terry Schiesl, seconded by Karl Kemp that the minutes from the 2009 Annual Meeting be approved as corrected. Motion carried and approved.
ANNUAL FINANCIAL REPORT The annual financial report was discussed. Steve reviewed the notices on the Annual Report. Reminded everyone that with the Town of Cicero website Annual Reports are now available there. They will no longer be mailed out to residents. If you should not have access to the internet, you may call the clerk for a copy to be mailed to you. It was moved by Terry Schiesl, seconded by Karl Kemp, carried and approved that the annual report be accepted as printed.
ROAD PROJECTS COMPLETED 2009 Roadwork for 2009 included Lawn, Schabl, Newland, State, Scott and Cicero Roads. There was also some shouldering work done on Bruzwitz Road.
ANTICIPATED ROAD PROJECTS 2010 Chairman Steve Hackl reported that the town would be looking at doing the following roads: Old 47 from VV to Shady Road. Cicero Road would be next. There will be a total of five miles of crack filling and patching. All culverts will be checked this year. Will be looking at two to three miles of shouldering. Karl Kemp made a motion to spend more than $5,000 per mile on roadwork in 2010. David Daniels seconded and the motion was carried and approved.
GRANDY ROAD BRIDGE UPDATE Steve Hackl explained that a we are waiting on federal funding. If this funding is not received the cost would be $150,000 for the Town and $150,000 for the County. If the federal funding is received the cost would be divided 80/10/10.
REGULATORY SIGN REPLACEMEMT UPDATE Steve Hackl explained that we are right on track with replacement of the signs with the Town spending $2,000 per year. We will have all signs replaced by the year 2015 as required.
FIRE TRUCK LOAN PAYOFF Steve Hackl explained that the Town was able to payoff the fire truck loan in December 2009.
FALL TIRE PICKUP/DROP OFF The date is still undetermined. Most likely will be in September as it has in the past years. You will be allowed four tires to be picked up at your driveway. If you deliver to the Town Hall, you will be allowed more.
VOTER REGISTRATION The clerk reported that 601 citizens are registered voters.
OPEN BOOK Residents were informed that Assessor Rick Pauls would be at the Town Hall on Monday, April 19, 2010 from 4:00 pm until 6:00 pm for Open Book.
BOARD OF REVIEW Board of Review will be held on Monday, May 10, 2010 from 6:00 pm until 8:00 pm.
REFUSE and RECYCLING UPDATES Contracts went out for bids in December 2009. Wittenberg was awarded the contract. Question from floor: Resident heard the Wittenberg filed bankruptcy. Steve fielded question with information available to us; business as usual and a potential buyer. Discussion went on further as to the possibility of the automated pick-up cans. The pros and cons were also discussed.
Yard Waste question from the floor: is the Town going to do something for tree branches, etc. Share with Seymour? Steve to look into further.
COMPREHENSIVE PLAN ADOPTED The Town hired M&E in 2009 to assist with the drafting of the Plan. There is a public copy available at the Seymour Library, on the Town website, or by contacting the Town Clerk. The plan is to keep the Town agricultural. Question from floor: Was the plan approved by the State? Answer: Yes, before we adopted it had to be approved by the State.
2011 ANNUAL MEETING A motion was made by Tim Veldt and seconded by Terry Schiesl that the next annual meeting be held on April 12, 2011. Motion carried and approved.
OTHER BUSINESS
Mailings: if a resident does not have access to the internet and the Town website, they are to contact the Town Clerk to be placed on a permanent mailing list. All notices, including the annual reports will be mailed to them.
Informed those residents present of the upcoming water test available.
Additional expenditures anticipated: No.
Question asked about weight limits – if someone is hauling and they exceed the current weight limits, they are to make a request through Steve.
ADJOURN It was motioned by Terry Schiesl, seconded by Tom Wagner, carried and approved to adjourn the meeting at 9:20 p.m. Refreshments were then served.
