REGULAR MONTHLY MEETING
August 12, 2010


Chairman Steve Hackl called the regular monthly meeting of the Cicero Town Board to order at 7:30 p.m. All Board members present. The clerk and treasurer were present.

GUESTS Residents present were John Banker.

MINUTES Motion made by Tom Oskey and seconded by Tom Wagner that the minutes be approved as read. Motion carried and approved.

TREASURER’S REPORT Motion made by Steve Hackl, seconded by Tom Oskey. Motion carried and approved that the treasurer’s report be approved as printed.

APPROVAL OF BILLS It was motioned by Tom Oskey to pay all bills for the month of August. Seconded by Tom Wagner. Motion carried and approved.
GRANDY ROAD BRIDGE Chairman Hackl received a call from Outagamie County informing us that the funds came through for the Grandy Road Bridge. The funds were re-allocated from another municipality whose project fell through. The work is to be done sometime in the spring/summer of 2011.
ROAD CONSTRUCTION UPDATE John from Scott Construction contacted Steve to look at and discuss the chip sealing of roads. John recommended doing a double chip seal. Steve was not sold on that idea, he told Steve that he would double chip seal ¼ of a mile on Town Hall Road south of VV. This will give Steve a comparable. Old 47 paving has been started, the joints have been ground out. The chip sealing and the crack filling work should all be started within the next week or two. Motion carried and approved.

STATE ROAD CONCERNS Steve received a call from a resident that lives on State Road. They asked for a reduced speed limit on State Road during the duration of the Hwy 47 construction. Steve also received a call from another resident asking for State Road to have yellow and white striping done to make it easier driving at night. Steve asked the Board for their opinions. The conclusion: it was decided not to stripe town roads at this time. It would end up being to costly and the maintenance would be high. Suggestion made: Motorists should reduce their speed on State Road if they are concerned about safety.
Another concern is the trucks being driven on the Town roads, including State Road. After contacting the owners of the trucks, Steve was informed that they are rarely full. The Board expressed concerns of the use of State Road by these large trucks. The decision was made to post State Road with ‘no thru trucks’ signs. Steve will order.

TAX COLLECTION (WEB BASED) Judy explained that she was contacted regarding tax collection and how all municipalities will be going to a web based collection. This would allow the County to have the information of the paid and unpaid taxes in a very timely manner. The overall opinion is that we need to continue holding ‘in person’ collections. Being that we do not have internet access at the Town Hall, we need to look at alternatives. Judy will look into these and report back to the Board.

LP FUEL CONTRACT The contract we originally received from Badger Energy has expired. Calls need to be made to get new quotes on pricing. Steve and Tom Wagner will make a few calls and check in with each other. The decision to be based on the lowest pricing.

EMPLOYEE’S WAGES While working at home, Larry was injured and broke his arm. He will be off work for approximately four weeks. When he was hired, he was informed the position he held would have no benefits of insurance or paid time off. After further discussion of paying Larry while off with his injury, a motion was made to not pay him. Two board members for the motion; one opposed.

UPDATE ON CLERK PRINTER/COPIER/FAX The clerk asked her computer technician for a contact. He was able to refer her to someone he uses. He agreed to look the printer over and give us a quote at no charge. The internal board is shot. It will cost $355 to replace. He sells refurbished Brother multifunction copiers. They range from $220 to $270. In searching the internet for others, the clerk found the pricing to range from $199 to $350 brand new. Tom Wagner made a motion for the clerk to purchase a new copier and surge protector. Motion seconded by Tom Oskey. Motion carried and approved.

APPROVAL – OPERATOR LICENSES FOR TOAD CREEK ARCHERS Toad Creek requested for two more operator licenses. These would be for Teri Diemel and Scott Hanson. Motion made by Steve Hackl, seconded by Tom Oskey to approve the operator licenses for Teri Diemel and Scott Hanson. Motion carried and approved.

UPDATE ON NOTICES/ADS IN LOCAL PAPER The clerk spoke with Ken of the Advertiser Community News and Times Press to clarify wording in a letter received earlier in the year about the paper not qualifying for Town notices and publications. The paper is not a subscription paper; however, it is the only other means of the Town getting information to the residents. Ken confirmed all the other local municipalities are using the Advertiser Community News for their notices and ads. A motion was made by Tom Wagner, seconded by Steve Hackl to have the Advertiser Community News as the paper for getting information to the Town of Cicero residents. Motion carried and approved.

APPROVAL OF ELECTION WORKERS FOR SEPT/NOV ELECTIONS The clerk asked for approval to have possibly five poll workers for the September election and possibly the one in November. The current ballot is rather full and there may be the need for additional help in tallying things up. She also asked for approval to have any of the poll workers attend an upcoming training if they so desire. Tom Oskey made a motion to approve the clerk request. Seconded by Tom Wagner. Motion carried and approved.

FALL TIRE PICK UP The board received notice from Outagamie County the collection of tires will be the week of September 20 thru September 24. In the past we had the refuse company pick up a maximum of four at the homes and any additional tires would need to be brought to the Town Hall by the resident. To save on this additional cost, the Town will have dumpsters at the Town Hall on Saturday, September 18 for residents to bring tires to. There will be no pick up at the resident’s homes. Steve Hackl made a motion to have all tires brought to the Town Hall by residents. Tom Oskey seconded the motion. Motion carried and approved.

CORRESPONDENCE
- Received notice that effective September 1, 2010 the disposal of electronics, such as TV’s, computers, monitors, fax machines etc will change. They will no longer be picked up with regular garbage. The owner can take to Outagamie County for a small fee. A few other places will accept them. A flyer will be available at the elections on September 14, 2010 with more information.
- The clerk reported receiving a preliminary report of the Town of Cicero population based on the 2010 census. The preliminary numbers are 1,118 residents, with 809 being of voting age.
- A board member brought up an issue regarding driveways with the construction of Hwy 47. John Banker brought up an issue of a culvert being put in on his property, but not being done correctly. Steve will contact the appropriate persons to get the documentation regarding the issue. The understanding was the construction crew would replace old ones removed unless the owner signed off on not wanting and doing the work at own expense.


ADJOURN Motion was made by Tom Oskey, seconded by Tom Wagner to adjourn. Motion carried and approved to adjourn at 8:40 p.m.
